Sealed bids will be accepted until 1:59 p.m., and not later, on Tuesday, May 20, 2025. Bid results will be
read aloud at City Hall, in Lakewood, WA at 6000 Main St SW Lakewood, WA 98499, and tabulated
immediately following the meeting. All Bidders Requests for Information (RFI) shall be received no later
than 4 p.m., Wednesday, May 14, 2025. A final Addendum will be issued by Thursday, May 15, 2025. A nonmandatory Pre-Bid walkthrough will be held Thursday, May 8, 2025, at 10 a.m. PST. Interested bidders shall meet at Gravelly Lake Drive and Motor Avenue in Lakewood, WA: Approximately 47.171393, – 122.519248.
This contract involves installation of an Electronic Media Center (EMC) Reader board at Gravelly Lake
Drive and Motor Avenue. This sign will need to be installed per project plans. This work involves
preparing the site, installing footing and foundation to support the sign and an EMC Reader board. The
base bid covers the complete preparation, fabrication, and installation of a two-sided reader board sign
and tree protection near the installation location. Additive Bid Alternate 1 includes painting the post for
the sign brown. The City of Lakewood has approved sign permits, but the contractor will need to work
with the local utility purveyors for water access for landscaping; In addition, contractor should
determine their need for additional permits for construction access such as private owner coordination
and a ROW permit. Electrical access to be completed by owner. Bidders shall be qualified for the type of
work proposed. A Bidder’s Construction Experience form is included in the Contract Provisions. This
project is estimated at $150,000.00, not including Washington state sales tax.

plans and specifications and all associated forms.
All bids shall be submitted on the prescribed Bid Forms and in the manner as stated in this
advertisement and in the Bid Documents and said bids shall be accompanied by a bid deposit in the
form of cash, cashier’s check, certified check, postal money order, or a surety bond to the City of
Lakewood in the amount of five percent (5%) of the total amount of the bid. Faxed bids and/or surety
bonds will not be accepted. Bids must be submitted in a sealed envelope with the outside clearly
marked with the bid opening date and time, the project name and number as it appears in this
advertisement, and the name and address of the bidder.
The City of Lakewood, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C.
2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that
in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be
