Lakewood was three adopted subarea plans. They govern development and growth in these specific neighborhoods: Downtown, Lakewood Station and Tillicum/Woodbrook. The plans were developed with feedback from residents, business owners and other representatives directly connected to the area. Each subarea plan is periodically reviewed and updated by the Lakewood City Council.

Downtown Subarea Plan
Lakewood’s Downtown Subarea Plan includes the Lakewood Towne Center, Colonial Center and East Commercial Districts covering over 300 acres. The Downtown Subarea Plan has the same boundaries as the City’s regional growth center as designated by the Puget Sound Regional Council (PSRC) and includes a vision, land use, design, gathering places and action strategies for Lakewood’s central business district or “Downtown”.

Station District Subarea Plan
The Station District Subarea Plan includes the Lakewood Sounder Station and the surrounding area. As the city plans for 23,180 more people between now and 2044, new housing in the area near Lakewood Station will help meet this growth target. Priorities of the plan include:
- Provide additional affordable housing for current and future residents.
- Add businesses and employment opportunities.
- Maximize access to transit and use of the Sounder Station.
- Improve safety for pedestrians and bicyclists.
- Prevent the displacement of current residents when redevelopment occurs.
- Complement planning in the Downtown area.

Tillicum-Woodbrook Subarea Plan
The 2024 Tillicum-Woodbrook Subarea Plan (TWSP) replaced the 2011 Tillicum Neighborhood Plan and expanded its boundaries across I-5 to include the Woodbrook area. The plan highlights housing diversity, economic development, transportation and environmental resilience. It is aimed at fostering a sustainable community that accommodates growth while preserving quality of life. Identified initiatives include:
- Increasing residential density.
- Creating new community and civic spaces.
- Enhancing multimodal transportation options to improve connectivity within the subarea and the broader Lakewood region.
The subarea plan also focuses on achieving a thriving community that reflects its rich diversity and historical heritage.
