Hearing Examiner

The City of Lakewood uses a Hearing Examiner system for quasi-judicial decisions. The Examiner stands as an impartial body to which information is presented.

The Hearing Examiner is appointed to conduct public hearings, prepare official records, prepare findings of fact and conclusions of law, and issue final decisions for:

  • Land-use cases
  • Appeals of administrative decisions and environmental determinations
  • Preliminary and final plats
  • Amendments
  • Shoreline management cases
  • Conditional use permits


On May 13, 2020 the City of Lakewood executed Proclamation 2020-05-14 suspending the time period in which the Hearing Examiner must hold public hearings. This proclamation will impact discretionary permits including: Appeal of Administrative Determination, Conditional Use Permits, Land Use Permit Modification, Master Facilities Plan, Plat Alteration, Plat Amendment, Preliminary Plats, Planned Development Districts, Shoreline Conditional Use Permits, Shoreline Substantial Development Permit, Shoreline Variance, Site-Specific Rezones, and Variance Applications.
