The JBLM North Access Improvement Project will rebuild roads along Washington Blvd/North Gate Rd/Edgewood Ave from the western city limit to Gravelly Lake Drive. This will improve the lives of residents by adding sidewalks, bike lanes, landscaping, and street lighting.

Project Overview
This project will rebuild roads along Washington Boulevard/North Gate Road/Edgewood Avenue from the western city limit to Gravelly Lake Drive. It also will rebuild a section of Vernon Avenue between Washington Boulevard and Veterans Drive. Gravelly Lake Drive will also be rebuilt between Nyanza Road and Washington Boulevard.
Improvements in this project include sidewalks, bike facilities, landscaping, and street lighting. Roundabouts are proposed at each intersection through the corridor.
Approximately $19.5 million of funds is required for the design and construction of the project.
The city has applied for five separate grants for this project. A $3 million grant from the Transportation Improvement Board (TIB) was awarded in the fall of 2020.
The City has received a $4 million grant from TIB in the fall of 2021.
This project was split into two phases:
This phase of the project will rebuild Gravelly Lake Drive between Washington Blvd and Nyanza, a total of 1.15 miles in length. Improvements in this corridor will include adding curb and gutter on both sides of Gravelly Lake Drive between Nyanza (south) and Washington Boulevard, a 10‐foot to 12‐foot wide non‐motorized pathway on the lake side of the roadway, street lighting, associated storm drainage improvements, asphalt overlay of the entire roadway, and two roundabouts at Nyanza and Veterans Drive.
This phase of the project will also include the Washington Boulevard, Interlaaken to Gravelly Lake Drive, a segment that totals 0.15 miles. Improvements in this segment will include adding curb, gutter, sidewalks on both sides, associated storm drainage improvements, asphalt overlay, and the installation of a new roundabout to replace the traffic signal on Washington Blvd, and Gravelly Lake Drive, and a new roundabout at Interlaaken and Washington Blvd.

Project Plans – Phase I
This phase of the project totals 1.65 miles and will add curb, gutter, sidewalks (both sides), associated storm drainage, overlay, landscaping, bike lanes, and lighting along North Gate Road, Edgewood Drive, and Washington Blvd between Edgewood and Interlaaken.
Also included in this phase are improvements on Vernon between Washington Blvd and Veterans Drive and the addition of six new roundabouts.

This video gives an aerial view of how the proposed roundabouts for the Washington Boulevard corridor would look and operate by 2040. The model was created after analyzing traffic volumes during the first week of February 2020. It assumes a one-percent population growth rate per year.
